Russia Introduces New Entry Regulations for Foreign Citizens
Effective June 30, 2025, the second phase of an experiment aimed at enhancing border control regulations will commence in Russia. The initiative, announced by Irina Volk, mandates foreign travelers to adhere to new digital entry procedures. Prime Minister Mikhail Mishustin had signed the decree for this experiment on November 7, 2024.
To comply with these measures, foreign nationals are required to create a digital profile via the "Gosuslugi RuID" mobile application. This profile is a personal account containing a photo and essential personal details.
Foreign citizens must submit their entry applications at least 72 hours before arrival, except in emergency cases like medical emergencies, severe illness, or the death of a close relative, for which qualified applicants can submit their applications up to four hours before entry. Upon approval of the application, travelers receive a QR code that must be presented at entry points.
The electronic application excludes children below six years of age and Belarusian citizens from the registration requirements. The status of diplomatic staff remains unclear in the available information, while visa holders with valid entry permits, temporary or permanent residence permits are exempt from the new digital registration requirements.
