For years, the vacant retail space on Hammer Nordstraße was an eyesore. Once a computer store, followed by a wine shop, the space now hosts paintings on easels in the window, a small neon sign, a cozy seating area.

Artists Hold the Key

Tine Trager, a Hamm-based artist, finds herself painting in the very space. She opened her studio here six months back, living her dream. "I wouldn't have dared without the funding," she grins.

Slashed Rents and Pocketed Costs

The artist pays only a mere 20% of the former rent. Her landlady forgoes an additional 30%. The city of Hamm foots the rest, the funding coming from the state's coffers. This fund, known as the "Urgent program to beef up our cities and town centers in NRW," was conceived by the Urban Development and Housing Ministry, spewing 100 million euros into it.

Fueling the Economic Fire

"Without this program, these spaces would still be abandoned," explains Barbara Conrad from Hamm's urban planning department. Alongside Tine Trager’s studio, a former restaurant has been turned into a new pub by a beer connoisseur. A theater workshop and a vinyl café have also unfurled their flags in Hamm's city center's retail vacancies.

Fade-out Clause: Two Years Down the Line

Other cities like Dortmund are seeing initial success with the funding program. After two years, the financial handhold vanishes, and the entrepreneurs are left with the stark reality of paying the full rent themselves.
