Emin Agalarov's ambitious Sea Breeze development on Azerbaijan's Caspian coast is set to reimagine the region as a world-class destination, blending infrastructure, lifestyle, culture, and community. The project, which hosts music festivals like Dream Fest, aims to symbolise Azerbaijan's prosperity and attract global attention.

The development involves over 7,000 locals, suggesting a significant local impact and a community-driven approach to the project. Agalarov's unique vision is reflected in the forward-thinking resort, designed to offer more than just infrastructure.

However, specific construction or implementation progress of Sea Breeze in Azerbaijan is not detailed publicly at this time. In contrast, Agalarov's other Sea Breeze project in Uzbekistan, a $5 billion resort on the Charvak Reservoir, is well underway.

In Uzbekistan, the resort is divided into 10 compact zones, including a central boulevard, waterfront areas, hotels, cottages, and public spaces. Environmental protections ensure no discharge into the reservoir and centralised wastewater treatment, with state guarantees to safeguard water quality.

The Uzbekistan project has been granted exclusive rights for planning and construction standards, utility tariffs, land allocation, and construction documentation until 2029. The land lease is for 25 years at a preferential rate, with the rent set significantly below market value.

Despite the progress in Uzbekistan, some local economists have expressed concerns about the financial transparency, investor selection, and sufficiency of funding for the project.

In Azerbaijan, the continued growth of Sea Breeze may signal a shift in the country's tourism, travel, and housing market.
